Understanding Isaiah 45:7

We discussed this at church last night. Theologians have wrestled with this for years:

I form the light, and create darkness: I make peace, and create evil: I the LORD do all these things.

What do you guys think?
"And the LORD shall make thee the head, and not the tail; and thou shalt be above only, and thou shalt not be beneath..." (Deuteronomy 28:13)

Jehovah is the creator and sustainer of the physical universe, and of the moral law as well. The evil He creates is the antithesis of peace. But since the opposite of peace is not sin or moral evil, it is obvious that physical evil, or the calamitous consequences of wrongdoing are here intended. No where does Scripture ascribe to God the creation or authorship of sin, which originated from the free wills of free moral agents.
